The Inter-Agency Task Force for Free and Fair Elections created under the Ministry of Justice of Georgia, being responsible to support the conduct of the Presidential Elections of 2013 in a qualitatively improved, transparent and fair environment,Welcomes the pre-election visits of various international observer delegations to Georgia,Takes into account considerations expressed during those visits, Aims at providing the society with regular and complete information on the election issues raised before it as well as on the measures taken for exploring those issues and responding to them,
and gives recommendations to:
1. The President of Georgia, The Central Election Commission (CEC) and the Parliament:
The President shall promptly nominate and the CEC or the Parliament shall urgently approve such candidate on the post of chairman of the CEC, who inspires the confidence within the political parties and the civil society.
2. the Ministry of Internal Affairs and courts:
Police and courts should ensure that the sanctions required and applied on cases of administrative offence related to the election process are proportional to violations and serve to deter such violations in future.
3. the Central Election Commission, the Ministry of Justice and Political parties and election subjects participating in elections:
The CEC, the Ministry of Justice, political parties and NGOs should conduct comprehensive voter education activities to inform citizens about the need to check voters` list and update their registration status if necessary.
4. The Service Development Agency of the Ministry of Justice: The Service Development Agency should publish the list of unregistered voters (indicating names, surnames, dates of birth and ID numbers) in order to be able to fulfill more efficiently its obligation imposed by Parliament on August 21, 2013 and to reach a maximally large number of unregistered voters allowing them to know that they have time until October 10, 2013 for receiving free ID cards and thus registering on voters` list.
