Central Election Commission of Georgia Decree №46/2013 On Approval of the description and the instructions for using the framework/form for filling the electoral ballot paper of blind voters, for the Elections of the President of Georgia to be held on 27
Based on paragraph 3 of article 14, paragraph 3 of article 30, paragraph 2 of article 63 and paragraph 5 of article 77 of Organic Law of Georgia – the Election Code, Central Election Commission of Georgia resolves the following:

Article 1. In order to ensure equal opportunities for blind voters for the Elections of the President of Georgia to be held on 27 October 2013, the description and instructions for using
framework/form for filling the ballot paper shall be approved in compliance with the annex.

Article 2. This decree can be appealed at Administrative Cases Panel of Tbilisi City Court (address: Agmashenebeli Alley 12th kilometre, No 6) within 2 calendar days upon its adoption

Article 3. This decree shall come into force upon promulgation.

Annex

Description and application instruction of frame/form for filling the ballot paper by blind voters

Article 1. General provisions

1. This instruction defines description of fill-out frame/form of ballot paper and rule of its application for independent voting of blind voters.
2. Besides blind voters with the knowledge of Braille writing system, with the use of ballot paper fill-out frame/form those blind voters who cannot read Braille are also able to vote.

Article 2. Description of frame/form of ballot paper

1. Fill-out frame of ballot paper is made of cardboard special paper, which is folded in two;
2. Ballot paper is placed in the middle of fill-out frame of ballot paper, numbers indicated on which exactly match the circles cut on the frame.
3. Across every circled cut, in relief (for perception with the hand touch) a number is indicated in Braille type and number in Arabic type i.e. plain type.

Article 3. Application of fill-out frame/form of ballot paper

1. Registrar commission member hands out ballot paper in the fill-out frame to the blind voter who arrives at the election precinct
2. Blind voter independently circles number of desired election subject.
3. After filling the ballot paper, blind voter takes the ballot paper out of the frame, folds it
and returns frame/form to the commission.
4. Member of the commission supervising ballot box of blind voter and special envelopes hands out special envelope to the blind voter.
5. In case of need, member of the commission supervising ballot box of blind voter and special envelopes assists blind voter in placing ballot paper in a special envelope into ballot box or
blind voter places ballot paper in the special envelope into ballot box.

Article 4. Registration of use of ballot paper fill-out frame/form

1. Registration form of use of ballot paper fill-out frame/form shall be approved according to the annex.
2. Deputy Chairperson of PEC shall be assigned to register voters with disabilities in accordance with the approved form and to submit the document to the corresponding DEC.
3. The CEC Coordination and Administration Department shall be assigned to submit final report on registration of use of fill-out frame/form of ballot paper.
